The budgets outlined below have not all been put in the bug tracker, so that
NLnet can confirm whether proposed changes are appropriate first.

## TODO

* Andrey: Look over 982, and see what needs to be done. Wait for confirmation
on task 1171, but should look at budget-sync program to see how it generates
the individual and grant reports.

* Dmitry: Please have a think about bugs 981, the new sub-task you proposed to
be under 984 (assume full budget of 5500). Don't modify 981, but feel free to
make additional comments.

* Jacob plan out what's required for 1169, and list the necessary tasks (stick
to bare minimum needed to get mmap support and a simple static elf to run).
