vendor.xilinx_7series: fix tool names for symbiflow.

Prefix "tools" with symbiflow_ as is done for the QuickLogic Symbiflow
toolchain. Installing symbiflow gives me the tools with the preifx, so I
guess this is the correct way to move forward.
